High-quality SEL can support students’ general well-being as a pathway to improved academic outcomes (Durlak et al., 2011; Zins and Elias, 2007). My decade-long involvement in shadowing projects across the country has taught me that the average percentage of time that multilingual learners (MLLs) are speaking is often 5–10%. This is in contrast to what researchers like Pauline Gibbons (2015) tell us—that MLLs should be spending at least 30% of their school day in academic talk. This deafening silence has also affected virtual classrooms, where our MLLs are typically invisible and all students may have few speaking opportunities. Arizona Superintendent Tom Horne is determined to toss 50-50 language model, but experts say it's the best way to learn

Superintendent of Public Instruction Tom Horne has been steadfast in his effort to get Arizona schools to stop using the 50-50 dual language model. He says it not only violates state law, but is not as effective as full, Structured English Immersion. But, many people who have experience with 50-50 programs say it’s the best way to learn a language.The 50-50 model is one of four language models approved by the State Board of Education. It allows students to be taught for half the day in one language and half in another.
